Who we are

The Greater Norwich Growth Board is a partnership unlike any other in the UK. Norfolk County Council, Norwich City Council, South Norfolk District Council and Broadland District Council are the four partners that make up the GNGB. We have chosen to work together to accelerate the delivery of infrastructure within the Greater Norwich area, because we recognise the benefits that can be achieved by looking beyond our individual administrative boundaries.

Since the establishment of the GNGB in 2014 our partnership working practices have been celebrated as an exemplar model of working by the Planning Advisory Service (PAS), who recognise that we are pursuing ambitious growth agendas under strong strategic leadership.

Our pooling arrangements of Community Infrastructure Levy contributions within the Infrastructure Investment Fund are a unique arrangement in the UK. Since 2014 we have allocated approximately £39m of IIF funding, and £54.5m of CIL supported borrowing which has helped lever in at least an additional £294m of match funding to deliver infrastructure projects across the Greater Norwich area.

The GNGB is made up of the council leaders of Broadland District Council, Norwich City Council, South Norfolk Council and Norfolk County Council.

The New Anglia Local Enterprise Partnership withdrew from the GNGB in 2023, after the government decided to withdraw core funding for Local Enterprise Partnerships and transfer their functions to local and combined authorities.
