Greater Norwich Infrastructure Plan

The Greater Norwich Infrastructure Plan provides a strategic update on the infrastructure needed to support the growth set out in the Greater Norwich Local Plan.

Publication Type: Greater Norwich Infrastructure Plan | Publication Date: 30 June 2026

Each summer the Greater Norwich Growth Board (GNGB), in partnership with a range of internal and external stakeholders, produce the Greater Norwich Infrastructure Plan (GNIP). The plan is prepared to help coordinate and manage the delivery of strategic infrastructure projects, as well as improve quality of life for residents and enhance the natural environment.

The information captured in the GNIP feeds into the GNGB's decision making for the allocation of funding from the Infrastructure Investment Fund (IIF). The GNIP consequently informs the Five Year Infrastructure Investment Plan and the Annual Growth Programme.

The plan includes:

  • An update on the planned growth as outlined in the Greater Norwich Local Plan.
  • An overview of the different types of Community Infrastructure Levy and how they are used to support infrastructure delivery across Greater Norwich.
  • An outline of the strategies, governance and strategic priorities that guide delivery of the four thematic groups which are eligible to receive funding through the Infrastructure Investment Fund: Community, Education, Green Infrastructure and Transport.
  • A list of the current and future infrastructure projects for each of the four thematic groups.
  • An update on the delivery of the additional infrastructure required to support growth, as outlined in the Greater Norwich Local Plan.
  • An overview of the external infrastructure funding streams which have been secured to support infrastructure projects in Greater Norwich, and how they have been used.
